How to install Nationwide Test of the Emergency Alert System plugin:

1. Go to Wordpress admin area and click "Plugins" and then "Add New" menu item.
2. In the right panel (left top) you will see "Upload Plugin" button. Click the button.
3. Next click the "Choose file" button in right panel (center).
